Individuality and being able to express yourself without feeling or being judged is important. You shouldn't be able to hold yourself back when you have something to say. You should also be able to be yourself without thinking what others think of you.
To create and mantain a game safe environment is good. To be able to feel like you can play and have fun while you have people to supervise you and make sure your safe is important.
